Ideologic Conflicts in Civil Service System

Abstract

In recent years many questions that require impartial and accurate analysis have remained unsettled in public management. Answers to these questions are usually not simple and conflicting view points have to be negotiated. In this connection analysis of factors of social disorganization and detection of real topology of space in decision-making is a major problem for Russian society that helps to form more effective administrative systems containing a variety of tools, steps, solutions and actions.
