DEVELOPMENT OF TERRITORIAL PUBLIC SELF-ADMINISTRATION IN A CITY WITH ONLY ONE PREVALENT INDUSTRY

Abstract

One of the forms to involve the population in the exercise of the local self-administration is territorial public self-administration. Research shows that unless a certain share of the governance functions devolves on the territorial self-administration councils, their full-fledged establishment is impossible. In reality the advantage of the territorial public self-administration structures as a nexus between the municipal bodies of power and the population is in a negligible, if any, degree because of inadequate legal and financial support.
