UNDER THE APOPHASIS SIGN Information factor of the administrative reform

Abstract

The article deals with the course and the results of the administrative reform announced by the Russian government on the basis of its reflection in the national mass media. It underscored the paramount role of the information factor in the processes of society's self-preservation and development as well as its crucial significance in terms of achieving high efficiency in reforming the administrative system. It sums up the results of an expert poll performed by the author regarding the ideology and technology of the administrative reform. These are sorted out into tables and accompanied with an expanded commentary. In analytical terms it deals with publications in the federal, regional, and municipal media which touch upon issues and problems of administrative reform's vision's implementation. The author substantiates the need to engage whatever possible social (popular) militancy of positive nature in the reformation process.
