Abstract

The article deals with the conceptual foundation behind the new paradigm of social development and substantiates the opportunities of variational models of social systems as the ways for achieving social results. It analyzes the role and significance of leaders in politics, their influence on political processes modified by the professional, moral and culture and moral principles.
