MAKING THE RUSSIAN ANTI-DRUG STRATEGY IN THE CONTEXT OF "STATE - CITIZEN"

Abstract

The article covers the questions about choosing liability arrangements for drug-trafficking in Russia; covers the role of historical spiritual valuables of the society and government which are able to protect a person from drug distraction. The author points the importance of international programs of anti-drug collaboration between Russia and CIS members and necessity of development partnership efficiency.
