Abstract

Target orientations while modern society transits to stable development usually shown through the indicators of life quality (social indicators), economical development level, ecological conditions. At the moment it is appropriate to use hierarchical approach. Global and regional transit to stable development connects with first of all ecology safety, those proposes management of ecology risks.
