Abstract

The attempt is made in the article which gives a concept of "megalopolis" based on Russian legislation and justice regulation in foreign countries. Social-economical and political-justice meaning of megalopolis under regional development are shown. The author makes an attempt to expose features of local government in those municipal areas.
