Abstract

This article gives the analysis of the problem and place of the Institute of a political party as the subject of personnel policy of the State. Due to the authors suggested division of the state personnel policy into directive and regulating there is stated inter-influence of the Party on State personnel policy and the state on in-party personnel policy.
