Perspectives of the market state in Russia

Abstract

The administrative reform, that now is taking place all over the world, aims to turn the State into a kind of business in order to make it more effective. This leads to the emergence not only of the market concept of reform, but also of the State as a whole. An essential condition for success of this idea is the direct communication between power and society. Despite the democratic nature of this project, one cannot fail to notice that it is a contrary to the classic understanding of a State built on the model of representative democracy. Practice shows that the dominance of market elements has a negative impact public administration and civil service even in the most developed societies. Not to mention the transitional countries - for instance Russia, where private business is not yet in a position to demonstrate examples of economic efficiency, management competence. Studies show that our citizens trust in the market is even smaller than in the State.
