Cunning policemen. Why All the Projects of the Russian Law-Enforcement Improvement

Abstract

This article is focused on the everyday practices of the Russian policemen in the context of the reforms of the police work (after 2002). According James Scott theoretical framework show that the behavior of policemen is the sui generis techniques of the resistance against the «high modernity project» of the reform of Russian police work. Using the category «metis» describe the reasons of the failure all police reforms in Russia are shown. The one of important topics in this paper is the thesis of moving the border between govern agent and governed agent. It is not the border between policemen and «lay people», but it is the border between the average policeman and the Generals-reformers.
