Controllability and Power: Correlation of Notions in Sociology of Administration

Abstract

Correlation of controllability and power is examined in the article. Conclusion is drawn that administration itself is not essentially related to power. Ideal administration does not resort to power, it provides controllability on its own authority. Power is exercised in case of realization of actions that knowingly will not get support. Thereby the fact of exercise of power is considered as evidence of loss of controllability.
