ADMINISTRATIVE PRACTICES OF IMPLEMENTING RECIPIENT-ORIENTED DIRECTED SOCIAL PROGRAMS

Abstract

The article makes an attempt to analyze the processes of implementing recipient-oriented social programs relying on the data obtained in a sociological survey conducted in several regions of Russia. This analysis has revealed that there are discrepancies in the application of the same norms; discrepancies between legislative standards and administrative practices; discrepancies between opinions and actions taken by specialists at the local level, on the one hand, and the main social policy postulates declared at the level of the whole country.
