Abstract

The article deals with the issue of land sites allocation for building facilities of non-residential use and their regulatory control. It supplies basic principles for establishing competitive mechanisms in this sphere. It analyzes the mechanism of allocating land sites and the relevant gaps in law as well as present administrative barriers.
