Anlysis of the evolution of bureaucratic establishment in the USSR in the 1970s early 1990s. Transformation of some representatives of the bureaucratic establishment into big proprietors during the process of turning into a joint-stock company main industry of the USSR in the second half of the 80s. As the consequence - disinterest of buereaucratic establishment in the maintenance of the socialist system.
