Service state: the origins of the theory, the elements of practice

Abstract

The modern State is increasingly losing its quality of fundamentally non-market Institute and focuses on methods of business management. The ideology of this evolution borrowed from economics is called «service State». Such a State is operating in accordance with the expectations and demands of citizens. A specific and successful example of the provision of quality public services shows since the early 90-ies the United Kingdom. In Russia in the framework of administrative reform efforts were also undertaken to establish a «service-oriented» State in which the interaction of the authorities and the population begins to be built on the basis of trust, openness and transparency of administrative procedures.
