"Expertocracy": on the institutional essence of the phenomenon

Abstract

This article explores the questions related to a phenomenon of expertocracy and in particular to an assertion that it is the result of the changes and degeneration of expert and management activities adduced by some domestic and foreign researches. The author comes to a conclusion that there are no grounds to conceive that expertocracy can be viewed as a social institution, as a power subject. At the same time, the corresponding tendencies should be observed and explored from the positions of social philosophy, sociology, management theory, and other social disciplines.
